Recognition procedure for foreign documents on education
The recognition procedure for foreign documents on education comprises five steps:
I - Preparing the set of documents
1. The original document on education that is to be recognized in Russia.
Attaching the transcript of notes is obligatory. Make sure the diploma number is the same as stated in the transcript. If Russia does not have an agreement on legal assistance with the state that issued the document, the original document should be duly certified either through the "Apostille" stamp or through the consular legalization.
2. Translation of the document on education and its transcript into Russian.
The translation should be notarized. If the document if fully duplicated in Russian (including the seal), the translation is not required, instead of this a notarized copy is to be made.For that you can address any Russian notary. The translation can also be notarized in another country provided that Russia has the agreement on legal assistance with this country.

3. Copy of the passport.
For a foreign passport (if it is not duplicated in Russian) a notarized translation into Russian is required (see par.2)
If you submit your document you should present a copy of your passport.
If you submit documents by power of attorney, you should present a copy of your passport and one of the holder of the document on education.
If you present a passport of a citizen of the Russian Federation, its copies do not need to be notarized. You need to present your original passport when submitting the documents for it to be verified against the copy.
In case of sending the documents per post, attach a simple copy of the passport, the fact of its issuance will be checked through the Federal Migration Service.
4. Power of attorney.
The power of attorney is need in cases when the holder of a foreign document on education does not submit the documents in person. To make a power of attorney consult the recommendations of Glavexperttsentr.
5. First and/or last name change certificate.
If the premarital name is stated in the diploma, you need to present either a notarized copy of the marriage certificate or the original and a simple copy. If the certificate is issued not in the Russian language a notarized translation into Russian is required.
Sometimes the name change may not be linked to a marriage. In this case you should present a document certifying the name change issued by a competent authority.
Additional set of documents.
To accelerate the processing of your application it is recommended to present the following documents:
6. Copy of the document on preceding education (school certificate or college diploma, bachelor diploma in case you submit your master diploma for recognition etc.) - when applying for recognition of documents on higher education.
You can either submit a notarized copy or present the original document and a simple copy. If the document is not duplicated in the Russian language a notarized translation is required.
7. Archival certificate from the educational institution proving the fact of study and the issuance of the document.
The certificate should reflect:
the dates of enrollment and graduation;
the field of study;
the serial number of the diploma;
the number of license the educational institution or of license it used to have (a copy is attached - see par.8)
the fact that the educational institution had accreditation for the given educational program (a copy of the accreditation document is attached - see par.8)
If you could not get the information on the license and accreditation, you should at least prove the fact of your study and issuance of the document.
8. Copies of licenses for providing educational services and the certificate of the state accreditation (if provided for by the legislation of the country of issuance).
This information can be combined with par.7 or be presented in separate copies.
II. Filing the application .
The application form for submitting a foreign document on education for recognition and confirmation of its equivalence in the Russian Federation can be found here. The documents can be submitted to Glavexperttsentr in person or by a representative with a letter of attorney or they can be sent per post. All contacts
III. Paying the state fee.
In accordance with the Tax Code of the Russian Federation, a state fee in the amount of 4000 rubles is to be paid for issuing a certificate proving the recognition and equivalence of foreign documents on education in the Russian Federation.
You will receive the receipt for paying the state fee when filing the documents or it will be sent to the address that you stated in the application. The payment should be made in rubles only.
The state fee is to be paid before you receive the certificate because according to the legislation a document proving the payment for the public service should be presented.
If you use post services when submitting the documents you can scan the receipt of payment (or the executed payment order) and send it to Glavexperttsentr per e-mail: firstname.lastname@example.org. The picture file should be in jpeg., gif. or pdf. format with a resolution of 200 to 300 dpi. The subject of your letter should contain the registration number of your application.
IV. Waiting for the document to be processed.
You can take back the original documents right after they have been verified. You can check the stage of consideration of your application by Rosobrnadzoron the website of Glavexperttsentr using the application number that is indicated in the receipt for paying the state fee or in the note of receipt.
V. Receiving the certificate.
You can receive the certificate on recognition of the foreign document in person or per post.
To receive the documents you should present the original identity document whose details were indicated in the application. You also need to present the note of receipt with the registration number or a copy of your application as well as the paid receipt of payment.
Time you can receive the documents:
Mo - Th: 9.30 a.m. to 5.30 p.m.
Fri: 9.30 a.m. to 4.15 p.m.
Lunch: daily 1 a.m. to 2 p.m.
You can register for receiving the documents on the website of Glavexperttsentr.
You can also receive your documents per post. Sending the documents per post or via courier is possible if the set of documents contained an application for sending back. In this case you should contact the distance services unit per telephone +7 (495) 665-00-15 *504 or using the electronic application form (chose "Distant services").
The official document on recognition is issued on the letterhead of Rosobrnadzor in A4 format, is signed by its Deputy Director and contains the number, the date and the official seal.
