Documents required for nostrification
According to the order of the Ministry of Education and Science of the Russian Federation the recognition and determination of equivalence in the Russian Federation (further - recognition) of educational qualifications is made on application of the holder of qualifications or an authorized person acting on the basis of a notarized power of attorney.
The applicant submits the following documents to Rosobrnadzor:
Application on recognition of the foreign qualifications in the Russian language (is created automatically when the documents are submitted, on the basis of the electronic form the applicants have to fill in - click here (http://uslugi.glavex.ru/ru/).
When submitting the documents, the applicants also have to tell the reference number of their preliminary application (please, print the page with the reference number and the bar code or write them out in advance).
Copy of the ID document (passport or other document if there is no passport system in the applicant's country of citizenship) of the applicant and/or the holder of the document, if necessary with the notarized translation into Russian
Original of the duly legalized (if necessary) document on education.
Original of the duly legalized (if necessary) diploma supplement, if foreseen by the legislation of the issuing country, with the list of all study courses and disciplines (modules) and their volumes as well as other constituencies of the study process.
Copies of the document on education (original and supplement) with notarized translation into Russian (if necessary). Translations should be issued in the same name, first name and father name (if relevant) as written in the entrance visa or the registration in the Russian Federation.
If documents are submitted not by their holder himself, the applicant also has to submit:
Notarized power of attorney.
Copy of the principal's passport (with notarized translation if necessary).
Other documents proving the qualifications can also be submitted (originals with copies and (if necessary) translations notarized in the Russian Federation):
To facilitate the process of the documents consideration it is recommended also to submit some additional translated and notarized documents, such as.
copy of the document proving the preceding education
information on whether the educational institution had a license for running this course of studies at the time when the foreign document on education was issued (for documents on secondary or higher education)*;
information on whether the educational institution had an accreditation of this course of studies at the time when the foreign document on education was issued (for documents on secondary or higher education)*;
certification from the educational institution proving that the person has studied there and the foreign document on education was issued, with the reference number of the document (for documents issued in the states with which the Russian Federation has treaties abolishing the requirement of consular legalization (see the website of the Ministry of Foreign Affairs of the Russian Federation www.mid.ru)*;
information on the mode of study (full-time/ external/part-time/, contracted/accelerated)*.
Information marked with * can be presented in form of a single certification issued by the educational institution or the national educational management agency.
When documents are sent per post, an additional application of this form has to be filled to receive the documents back.
