Current International Acts of the Russian Federation on Recognition and Equivalency of Qualifications and Degrees

Multilateral:

CIS

1. Agreement on Mutual Recognition and Equivalency of Certificates of Secondary (General), Basic Vocational and Secondary Vocational (Professional) Education (Astana, 2004).
Signed by: Azerbaijan, Armenia, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia and Tajikistan. As of 03.02.2006, the following countries reported the completion of their national procedures: Belarus, Kazakhstan, Moldova, Russia and Tajikistan.

2. Agreement between the Government of the Republic of Belarus, Government of the Republic of Kyrgyzstan and Government of the Russian Federation on Mutual Recognition and Equivalency of Certificates of Education, Degrees and Titles (Moscow, 1998).

3. Protocol on Amendments and Modifications to the Agreement between Government of the Republic of Belarus, Government of the Republic of Kazakhstan, Government of the Republic of Kyrgyzstan and Government of the Russian Federation on Mutual Recognition and Equivalency of Certificates of Education, Degrees and Titles, dated November 24, 1998 (Moscow, 2002).


In addition to Agreements mentioned by the Ministry of Foreign Affairs, the following agreements are in force within the CIS:

1. Agreement on Cooperation in the Sphere of the Scientific and Scientific-Pedagogic Personnel Training and Nostrification of their Qualifications within the Commonwealth of Independent States (Moscow, 1992)

2. Agreement on Cooperation in the Sphere of Education between the CIS Countries (Tashkent, 1992)

3. Protocol on Accedence of Republic of Tajikistan to the Agreement between the Government of the Republic of Belarus, Government of the Republic of Kazakhstan, Government of the Republic of Kyrgyzstan and Government of the Russian Federation on Mutual Recognition and Equivalency of Certificates of Education, Degrees and Titles, dated November 24, 1998 (Moscow, 2002)

4. Agreement on the Principles of Recognition and Nostrification of the Academic Degree Certificates and Compatibility of Academic Degrees (Almaty, 1993)

All agreements (grand total of seven) drafted after 1991.


Council of Europe:

1. European Convention on the Equivalence of Diplomas leading to Admission to Universities (Paris, Council of Europe, 1953 - ratified in 1999)

2. European Convention on the Equivalence of Periods of University Study (Paris, Council of Europe, 1956 - ratified in 1999)

3. European Convention on the Academic Recognition of University Qualifications (Paris, Council of Europe, 1959 - ratified in 1999)

4. Protocol to European Convention on the Equivalence of Diplomas leading to Admission to Universities (Strasbourg, Council of Europe, 1964 - ratified in 1999)

5. European Convention on the General Equivalence of Periods of University Study (Rome, Council of Europe, 1990 - signed in 1997)

6. Convention on the Recognition of Qualifications concerning Higher Education in the European Region (Lisbon, UNESCO/Council of Europe, 1997 - signed in May 1999, Law on Ratification No. 65-FZ, dated May 4, 2000)

All six agreements signed and ratified after 1991.


UNESCO:

1. Convention on the Recognition of Studies, Diplomas and Degrees concerning Higher Education in the States belonging to the Europe Region (Paris, UNESCO, 1979)

2. Regional Convention on the Recognition of Studies, Diplomas and Degrees In Higher Education in Asia and the Pacific (Bangkok, UNESCO, 1983)

Both Agreements drafted before 1991.


In addition to agreements mentioned by the Ministry of Foreign Affairs, UNESCO and the Council of Europe are also regulated in their activities by recommendations:


1. Recommendation on the Recognition of Studies and Qualifications in Higher Education (Paris, UNESCO, 1993)

2. Guidelines for the Recognition of Qualifications from the Other European Countries in the Russian Federation and of Russian Qualifications in the Other European Countries (Helsinki, UNESCO/Council of Europe, 1997)

Both documents drafted after 1991.
