Procedure
for Enrolling and Training Citizens of Foreign Countries at State
Institutions of Higher and Secondary Vocational Education
of the Russian Federation at the Expense ao Federal Budget Funds

1. Foreign citizens shall be enrolled in state educational institutions of higher and secondary vocational education of the Russian Federation in accordance with inter-governmental treaties as well as agreements concluded by the State Committee of the Russian Federation for Higher Education and other federal bodies of the executive power in charge of the educational institutions, with the state bodies of foreign countries supervising education, on consent from the State Committee of the Russian Federation for Higher Education.

2. The Department of International Cooperation of the State Committee of the Russian Federation for Higher Education on the approval of the Inter-Departmental Commission on International Partnerships in the Sphere of Education shall, on the basis of requests of the concerned federal bodies of executive power under which the educational institutions operate and the embassies of the Russian Federation in foreign countries, annually before May 1 submit for the approval of the heads of the State Committee of the Russian Federation for Higher Education a draft plan for the reception and distribution of foreign citizens among the educational institutions irrespective of their departmental subordination.

3. Enrolment of foreign citizens in educational institutions of higher and secondary vocational education of the Russian Federation for all the forms of studies and skills upgrading shall be performed on the basis of a direction issued by the International Cooperation Department of the State Committee of the Russian Federation for Higher Education.

3.1. The foreign citizens who are not in command of the Russian language shall be enrolled in preparatory departments of educational institutions for a one-year term.

3.2. At the preparatory departments the foreign citizens will study the Russian language and other subjects depending on the speciality which they wish to master.

3.3. At the end of the academic year examinations will be held. The students who have passed the examinations successfully at the level of Russian secondary general education shall be issued certificates of graduation from the preparatory departments and shall be sent to higher educational institutions to study according the specialities chosen. The students who have passed the examinations successfully at the level of Russia basic general education shall be issued appropriate certificates and sent to study in secondary special education institutions.

The city and the education institution where a student is going to study after the graduation from a preparatory department will be proposed by the Russian side in accordance with the distribution plan.

3.4. The foreign citizens who did not show at a preparatory departments the knowledge required for study in respective educational institution shall be dismissed.

4. The foreign citizens wishing to undergo studies to obtain bachelor degrees must have completed a secondary education equivalent to the secondary (full) general or secondary vocational education.

For master degree study persons having education on the bachelor level in the chosen speciality will be enrolled.

For post graduate study in higher education institutions foreign citizens having higher education on the level of a specialist or master of science or arts may be enrolled.

The file of a candidate for study will include the following documents in Russian or English (French, Spanish):

• questionnaire including the full name of the speciality;
• copy of certificate (document) of education attested in accordance with the established procedure including the subjects studied and the marks (points) received at examinations;
• medical certificate attested by an official health body of the country sending the candidate;
• certificate to certify the absence of AIDS infection attested by an official health body of the country sending the candidate;
• copy of certificate of birth attested in accordance with the established procedure;
• 6 photographic pictures, size 4 x 6 cm.

Apart from that, for candidates for post graduate studies it is necessary to submit copies of a document of higher education at the level of specialist or master of sciences or arts and an abstract from the credits list or studied subjects list with marks attested in accordance with the established procedure and the list of published scientific works (if any).

Candidates who have arrived for upgrading studies shall have a program (plan) for practical study.

5. In accordance with the Decision of the Government of the Russian Federation No. 1039 of October 28, 1995 on the Development of Cooperation with Foreign Countries in the Sphere of Education, the state education institutions of higher and secondary vocational education of the Russian Federation shall carry on the training of foreign citizens with paid stipends paid and shall provide medical service on the terms established for the citizens of the Russian Federation at the expense of the federal budget funds.

The foreign citizens who have mastered the curriculum successfully and passed the final state assessment will be issued standard state diplomas of the appropriate education and qualification (Bachelor of Science/Art, Master of Science/Art or Specialist with Diploma).

The foreign citizens who have successfully graduated from post graduate studies and who have defended their thesis will be granted the scientific degree of the Candidate of Science and a standard state diploma of Candidate of Science will be issued.

The foreign citizens who successfully prepared and defended a doctorate thesis will be granted the scientific degree of a Doctor of Science and a standard state diploma of Doctor of Science will be granted.

The present Procedure has been approved by the Inter-Departmental Commission for International Partnership in the Sphere of Education on November 30, 1995.
