The Rector of Russian New University (RosNOU) came in on the briefing of the Ministry of Education and Science of the Russian Federation based on the results of the analysis of the universities performance indicators

The briefing was held on December 2, 2013 at the Ministry of Education and Science of the Russian Federation. Participating in the briefing were Alexander Klimov, Deputy Minister of Education and Science, Vladimir Zernov, Chairman of the Association of Private universities in Russia, Rector of Russian New University and Olga Kashirina, General Secretary of the Russian Union of Rectors.

The participants of the briefing discussed the results of the meeting of the Interdepartmental Commission working groups in regard to the evaluation of the effectiveness of higher education institutions. On November 18 - 23, 2013 these working groups carried out a detailed analysis of the information provided by the universities with regard to the effectiveness indicators. All in all, 934 higher educational institutions and 1,478 branches, both state and private ones, took part in the monitoring.

According to Alexander Klimov, Russian higher educational institutions that were recognized inefficient based on the monitoring results are to be restructured, but not closed, and the students of such institutions must be guaranteed the right to continue their education. As for inefficient branches, it is impractical to save them, and therefore, inefficient branches will be closed. Monitoring of the efficiency of higher educational institutions will be implemented during the first half of 2014.

Olga Kashirina, General Secretary of the Russian Union of Rectors, noted that monitoring was a serious motivator for the development of regional educational systems.

- Monitoring is very important, and this idea has gained everyone's support, - said Vladimir Zernov. - It is necessary to develop criteria for monitoring, and it will probably become the most effective tool for the competitive growth of higher educational institutions.
