Chen Xiangyu: permanent deputy chairman, graduated from Moscow Institute of Economics in 1958;

Fu Zhihuen: permanent deputy chairman, graduated from Moscow Institute of Railway Engineers in 1961;

Pei Duan: permanent deputy chairman, graduated from Krylov Navy Academy in 1961;

Wang Xiongling: permanent deputy chairman and general secretary, graduated from Novocherkassk Polytechnic Institute in 1955 and Moscow Institute of Geologic Survey in 1959;
