What's the legal basis for Russian universities' branches activities?
On The Activities Of Branches Of The Russian Higher Educational Institutions
The Law of the Russian Federation "On Education", dated 13.01.1996, enabled the Russian educational institutions to conduct independent foreign economic activities.
In order to draw additional extra-budgetary resources, a number of higher educational institutions of the Russian Federation are actively promoting the foundation of their branches and representative offices in the CIS countries.
To date, this activity is backed by two interstate agreements on the procedure of foundation and functioning of branches of the higher educational institutions (Euro-Asian Economic Community - 2000; and CIS - 2001). According to the said international documents, the branches shall implement training programs of the higher educational institutions (state and non-state, duly accredited by the state) in full on the basis of coordinated decisions of the central executive authorities regulating the education within the country of the founding higher educational institution and the country wherein the branch is located.
Licensing, certification and accreditation of the branches shall be made in accordance with the laws of the country of the founding higher educational institution, taking into account the laws of the country wherein the branch is located. The founding higher educational institution shall provide financial support to ensure the founding and functioning of the branch, which can also be founded and function on the self-financing basis.
